South Carolina Department of Social Services v. Mary C. The guardian ad litem program’s attorney was paid a flat fee to represent the GAL program. When scheduling conflicts prompted the attorney to hire substitute counsel, the family court should not have shifted responsibility for substitute counsel‘s fee to the parent in an abuse and neglect proceeding.
