State Treasurer v. Bank of New York Mellon When the General Assembly granted the State Treasurer the express statutory right to enter into contracts, the General Assembly simultaneously granted the Treasurer the implicit right to enforce rights under any such contract by any and all common law means, including the right to sue; therefore, the Treasurer is a proper party to this litigation.
